In December 2019, China Foreign Languages Publishing Administration and Xi’an Jiaotong University signed a strategic cooperation agreement at the iHarbour, and co-built the Belt and Road Research Center. The Center aims to strengthen cooperation in science, education, and applications of research in the areas of language, public opinion, culture, history, society, economy, and trade as part of the Belt and Road Initiative. It is committed to extending the achievements of China's construction and development and Chinese cultural connotations, contributing intelligence and strength to the strengthening of national soft power.

The Center's research team includes members from China Foreign Languages Publishing Administration and schools at Xi'an Jiaotong University. Team members have cooperated in a variety of research projects on the theory, practice, and effect evaluation of cross-cultural communication, international public opinions, and are committed to further development of interdisciplinary research.
